Parque de la Memoria

The Parque de la Memoria-Monument to the Victims of State Terrorism is a 14-hectare public space located along the coastal strip of the Río de la Plata in Buenos Aires. It stands as a place of remembrance, combining the solemnity of a monument inscribed with the names of those who were disappeared and murdered by state repression, the critical engagement of contemporary art, and the direct visual connection with the Río de la Plata, a silent witness to the fate of many victims.

Established in 1998 with the enactment of Law 46 by the Legislature of the Autonomous City of Buenos Aires, the project represented an unprecedented experience of collaboration: human rights organizations, the University of Buenos Aires, and the Executive and Legislative branches of the city government worked together to bring this space to life. Today, the Parque houses the Monument to the Victims of State Terrorism, a Public Art Program, and the PAyS exhibition hall.

This place of memory does not seek to heal wounds or replace truth and justice but to serve as a site of remembrance, tribute, testimony, and reflection.

Its goal is to ensure that current and future generations who visit it become aware of the horrors committed by the State and understand the necessity of ensuring that such atrocities NEVER AGAIN occur.
